Agents who are also Philosophers can "power-up" into the Arbitor form,
bringing in elements of Breeder, Observer, Detective, and Nali. Arbitors
have six breasts, in two rows of three, a wide upper chest set on a regular
lower chest, four extremely beefed-up arms, strong wings, a longer torso
with added flexibility, and longer legs. Normal Arbitors can reach 18 feet
tall. (Genetically, such agents have hidden Detective traits). Oracle
Agents can also shapeshift into Arbitors.
